Dogs are about to get banned from having sex in public places.
The Nairobi City County Dog Control and Welfare Bill , 2015 sponsored by Kayole South representative Elizabeth Manyala, intends, among others, to prohibit the owners of dogs on heat from letting them to stray.
The Bill also proposes huge fines for owners of female dogs should their pets be caught having sex with other dogs without the knowledge of their owners.

Oscar Pistorius Granted Bail After Murder Conviction

Oscar Pistorius was yesterday granted bail while he awaits sentence for murdering his girlfriend Reeva Steenkamp in 2013.
Judges changed his conviction from manslaughter to murder last week. The South African Olympic athlete has already served one year in prison. Pistorius now faces a minimum sentence of 15 years' imprisonment should he fail in a bid to overturn his conviction.

They said that the best option was a scalp from a blood relative, which would give the father of two a better chance of recovery. The medics said that the children’s scalps would grow back healthily with time but their mother initially refused the proposition.

However, surprisingly after she shared the idea with their little daughter and son, they immediately volunteered to donate their scalps. The siblings underwent the successful operations at the end of September and have already gone back to school. Their father is recovering.


The transplant surgery was reportedly partly funded by money donated by local villagers, by the Chinese Red Cross and by the electrical company responsible for the box containing the high voltage wires.

Nigerian man sentenced to 30 years in prison for human trafficking in SA


Durban Regional Court on Tuesday, October 27, handed Emmanuel Uche Odii, a 30-year jail term for human trafficking. National Prosecuting Authority spokeswoman Natasha Ramkisson-Kara said that the 32-year-old was handed the sentence following his conviction in August on two counts of human trafficking, two counts of kidnapping, one of rape, one of sexual assault, one of assault, one of running a brothel.

His South African accomplice Bonginkosi Shange, 46, was handed a five year jail term for two human trafficking charges while his Nigerian accomplice, William Ojiaku, 30, was convicted in the on charges of kidnapping and handed a two year jail term that was suspended for five years
.
She said the three men had used the false promise of employment to exploit the two victims in the case. Odii had paid Shange (a South African citizen) a sum of R1 000 for each woman he recruited.
The first victim was 19 years old when she was offered a job as a domestic worker by Ojiaku in June 2010.

     "Travel arrangements were made by the accused and the woman went to Pretoria. On arrival, she was taken to a flat where she was sexually assaulted and raped by accused 1 [Odii]," said Kara.
She said the woman was then taken to another flat where she saw women bringing in men to have sex with. Odii told her that she would have to do the same, and when she refused she was kept locked up in the flat.

In August 2010 the second victim, an 18-year-old girl, was offered a job to take care of Odii’s flat while he was out of town. She accepted the offer. Thereafter travel arrangements  were made and she went to Pretoria.

Odii threatened her and forced her to smoke rock cocaine which had a serious effect on the young woman’s health and resulted in her being hospitalised later.

The victim was also told to conduct prostitution for the financial benefit of Odii. In aggravation of sentence senior state advocate Val Dafel told the court that human trafficking is regarded as the fastest growing criminal activity in the world and it generates billions of dollars in earnings for traffickers. She urged the court to deliver sentences that would act as a deterrent to other would-be offenders.

A plane carrying the remains of 164 people killed when a Russian airliner crashed in Egypt landed in Saint Petersburg.

The emergency Russian plane, the first to bring back the bodies of those who died when the A-321 plummeted from the sky above the Sinai Peninsula, arrived in the Pulkovo airport of Russia’s second-largest city early on Monday.
They have recovered the “black box” flight recorders of the Airbus, and the head of an Irish mission that will join the Egypt-led probe into the disaster said the results from the recorders should be ready in a few days.Investigators from several countries have joined an Egypt-led probe to determine what brought down Russian airline Kogalymavia’s flight 9268 on Saturday, killing all 224 people on board, en route from Sharm el-Sheikh to Saint Petersburg.

Republican campaigns to meet as they seek changes to primary debates

Republican presidential campaign staffers were set to gather on Sunday night to discuss how they would like the primary debates to change, following the party’s harsh criticism of the most recent debate.

Frontrunner Ben Carson’s campaign team organized the meeting after last week’s CNBC-hosted debate, which led candidates to accuse the news network of asking “gotcha” questions.
On Sunday, ABC’s Martha Raddatz asked Carson whether he thought the debates presented an opportunity for the press to challenge presidential hopefuls.
“There’s a place and time for that,” he said, “but as far as I’m concerned these debates are to highlight the differences in philosophy between the candidates – particularly when you have as many candidates as we have now.”
The retired neurosurgeon, who is running with the real estate billionaire Donald Trump at the top of polls concerning the 15-strong field, said debates were not meant to examine candidate’s positions on issues or past statements and policies.
“You know, you can spend forever combing back through somebody’s history saying, ‘1942, didn’t you say...’ Come on, give me a break, we need to mature in the way that we do these debates if they’re going to be useful to the American people.”
Carson, whose campaign organized the meeting, said after the debate it had “so clearly demonstrated a need for change in format”.

Russia mourns victims of crashed Egypt plane

Flags flew at half-mast in Russia Sunday as the country mourned its biggest ever air disaster after a passenger jet full of Russian tourists crashed in Egypt’s Sinai, killing all 224 people on board.

The flight was bringing holidaymakers back to Russia’s second largest city Saint Petersburg when it went down in Egypt’s Sinai, with international experts now at the scene trying to discover the cause of the tragedy.
“Can you imagine, people came (here) to pick up their children, grandchildren, only to find out that they no longer exist,” said Galina Grigoryeva, 34, one of many people who brought flowers to a makeshift memorial near the arrivals area at Saint Petersburg’s Pulkovo airport.
“When I found out about this, I just cried,” she told AFP, her five-year-old in tow with a cuddly toy for the memorial to honour the children who died, some as young as 10 months.
Flags were at half mast on the parliament building, in the Kremlin, and on other official buildings in honour of the victims, most of whom were from Saint Petersburg and its surrounding region.
Authorities set up a crisis centre at a hotel near the airport where relatives of the victims were invited to provide DNA samples and psychologists were on call.
Russia’s state-owned rolling news channel Rossiya 24 periodically interrupted coverage with moments of silence and flashed photos of smiling crash victims apparently taken on their holiday and posted on social networks.
Some people had been on their first foreign holiday, some had never flown before, and one couple was on their honeymoon, the channel said.
“Many of us could have been on this plane, and this tragedy cannot leave any of us indifferent,” Patriarch Kirill of the Russian Orthodox Church said as he led one of religious services held Sunday in the victims’ memory.

– ‘Fit to fly’ –


Russian investigators searched the offices of Kogalymavia airline and the country’s transportation watchdog said it will continue checking it until November 30.
The charter carrier was still operating services Sunday.
Kogalymavia said Saturday that the pilot flying the Airbus 321 was very experienced, while authorities at the last fuel stop said there had not been any red flags.
“The plane did not undergo a technical check in Samara (in southeastern Russia), but the crew went through a health check and it was found fit to fly,” said a regional transport prosecutor’s office representative Maya Ivanova.
“There was a probe of the plane’s fuel and the quality of fuel at that time and it met all of the requirements,” she said in televised remarks.
Many entertainment venues in Moscow cancelled their programmes, and companies planning Halloween events overnight had dropped the festivities. Media organisations turned their social network icons monochrome as a mark of respect.
President Vladimir Putin, whose office announced a day of national mourning, was however absent from the screens, and some Russians criticised him for failing to speak to the nation about the tragedy.
The plane also had four Ukrainians and one Belarussian national on board, according to Russian officials.
“It is tragic when people die. It is twice as painful when compatriots die,” Ukraine’s Foreign Minister Pavlo Klimkin wrote on Twitter, listing the four Ukrainian names.
In the Ukrainian capital Kiev, people piled flowers outside Moscow’s embassy in a gesture of moral support for Russians despite political tensions between the countries over the separatist conflict in eastern Ukraine.
“Grief has no nationality,” one Kiev native, 32-year-old Lyudmila, said at the scene. “The most important thing is to stay a human being and not lose compassion.” the vanguard.

17 dies in China as a result of two-storey buiding collapse

A two-storey building has collapsed while workers were trying to prop up the second floor during renovations in central China, killing at least 17 construction workers and injuring 23, officials and reports said Saturday.


The collapse happened on Friday afternoon in the Wuyang county town of Beiwudu in Henan province, the county government said on its website. Forty people were pulled from the debris by early on Saturday morning, including 17 killed and 23 injured — nine of them in serious condition, said authorities, and several people were taken into police custody.
Many of the victims were crushed by falling chunks of the building, Wuyang People’s Hospital head Liu Jinshan said in an interview with the state broadcaster CCTV.

CCTV quoted a construction worker in hospital as saying workers had been using a hoisting jack to push up a corner of first floor of the two-storey building when the collapse happened. The building was built in the 1990s, the broadcaster said.“When the patients came and were sent into intensive care unit, their injuries were really bad,” Liu said.
A man at the Wuyang county government who declined to be named confirmed details of the collapse when reached by telephone but gave no further information. The cause of the collapse was under investigation, he said.

A seven-year-old girl who choked on her school lunch dies after 3 days on life support.


Noelia Echavarria ended up on life support for three days after the incident which happened at her school. 
The family's attorney confirmed that the little girl died at 8:39 p.m. on Friday.

'My niece came out of the lunchroom eating a sandwich. They say she was choking. She was holding her throat,' said Carlos Santiago, Noelia-Lisa's uncle to ABC7.
'I want the school really, really come and give me the answer. And I want them to tell me the reason they let my daughter, be like that in the hospital, and nobody coming to tell me,' said the girl's mother Ana Santiago'.
Meanwhile, the EMT who attended the emergency call has been suspended from his job because it is against company policy to make a stop without being called. 
 
Assist Ambulance worker Qwasi Reid was transporting a nursing home patient last Wednesday with his partner when they were flagged down at a red light by a distraught man.
 
Reid told Fox News that his partner told the man they already had a patient and there was nothing they could do. 
 
Reid said he knew that a choking girl was more urgent than transport of an elderly person so he decided to step in and try to save the girl's life.
Reid jumped out of the back door of the ambulance and started administering first aid.  
 
He said he immediately cleared out the little girl's mouth, put an oxygen mask on her, used a defibrillator and started CPR.
'She was blue in the face and lips. No response. Unconscious unresponsive,' Reid said.
Sadly by the time Reid began helping the girl she had already turned blue since no one at the school tried to help her before he arrived.
Reid, who has been suspended from his job without pay for stopping to help the girl, says given the opportunity he would have made the same decision all over again.
'I don't regret it,' Reid said. 'I'd do it again. If I know there's a child choking, I'm going to do my best to help her,' he added.
Reid said Assist Ambulance suspension of his proves that the organization is more concerned about insurance money than they are the well being of people in need.
 
It remains unclear what the first grader choked on or why she had turned blue by the time medics arrived. 
 
The principal of the school denied claims that the staff didn't do enough to help the child.
'Speaking on behalf of the teachers and staff of P.S. 250,' Principal RoseAnn LaCioppa wrote in a letter to parents of the school, 'I want to reassure you that our school personnel has been trained in response to emergencies and we will always follow all protocols and procedures to ensure the safety of all our students.'
The family's attorney David Perecman has several questions surrounding the choking incident.
'I'm troubled about the amount of time, it took to call 911,' Perecman said.
'With the little information we have, it appears there was a 911 phone call at about 2:30. But that's the same time that the EMT called 911. And if that's the case, that means he's the first person to call 911. And if he's the first person to call 911, then the school did not.'
'I'm trying to find answers, but nobody is giving me one,' said Noel Santiago, Noelia-Lisa's grandfather.

Russian civilian plane… crashed in the central Sinai

A Russian passenger plane carrying 224 people crashed on Saturday in Egypt’s restive Sinai Peninsula, Egyptian officials said.

However the Egyptian military planes have spotted the wreckage of a Russian passenger plane that crashed Saturday in the Sinai Peninsula with 224 people on board, the government said.
“Military planes have discovered the wreckage of the plane… in a mountainous area, and 45 ambulances have been directed to the site to evacuate dead and wounded,” a cabinet statement said.
The “Russian civilian plane… crashed in the central Sinai,” the office of Prime Minister Sharif Ismail said in a statement.
A senior aviation official said the plane was a charter flight operated by a Russian company carrying 217 passengers and seven crew members. Communication with the aircraft was lost, he added.
Sergei Lzvolsky, an official with the Russian aviation agency Rosaviatsia told Interfax news agency that the plane had departed Egypt’s Red Sea resort town of Sharm el-Sheikh at 5:51 am local time (03:51 GMT).
He said the aircraft did not make contact as expected with air traffic controllers in Cyprus, and “since then the plane has not made contact and has not appeared on radars”.
“Prime Minister (Ismail) is expected to meet the concerned ministries and competent authorities to follow up on the accident of the Russian civilian plane that fell in central Sinai,” Egyptian premier’s office said.
